    The construction of the residential complex coincided with the time of the split within the developer company. While the owners of "Alice" Vadim Shtertsera and Andrey Bryndikov sorted things out and divided the property, panic began among the equity holders of the complex under construction. The house was supposed to be completed in 2014, but the deadline was suddenly postponed to 2016, and then to March 2017. The last deadline - the 3rd quarter of 2017 - is not even indicated on the developer's website.

    Prior to the start of a big quarrel between the owners of "Alice", this developer has established itself as one of the most reliable in the city. Among its objects: residential complex "Sosnovka" on Vedeneeva street 8, residential complex "Dominant" at the intersection of Tipanova and Cosmonauts, " New house on Old Citizen" and "Heart of a Citizen", "OZERKI style TOWER". The company has been known since 1998, but, according to press reports, in 2008 the developer began to have financial difficulties.

    Currently, all the company's property is pledged to Sberbank, to which Alice owes about 3 billion rubles.     We built, built and almost completed

    Construction has been underway since 2012. These are two connected brick-monolithic comfort-class buildings with a height of 19-21 floors. There are three entrances for two houses, 315 apartments from studios to 4-room apartments with a ceiling height of 2.7 meters.

    At the entrances, 2-3 elevators are installed, passenger and freight, there are garbage chutes. The complex is equipped with its own electrical substation. Underground parking with a capacity of 95 cars is provided. It is possible to fence the yard area, but only the residents themselves will have to do this by agreement with management company. There are parking spaces in the courtyard, a children's and sports ground will be equipped, and landscaping will be provided.

    Apartments are rented without finishing and balcony glazing. Draft preparation includes electrical wiring, metal entrance doors, installation of double-glazed windows, floor screed. Intercoms with video surveillance will also be installed. Interestingly, on the plans of apartments on the developer's website, separate bathrooms are indicated only in one-room apartments oh, on the layouts of the kopeck pieces, combined ones are drawn. However, according to managers, in reality, bathrooms in all apartments will be separate.


    What's left for sale

    Now there are 10 apartments for sale, which can be purchased under a cession agreement (assignment).     All apartments for sale with layouts and prices are on the website. It is impossible to get to the inspection of housing until the completion of work to correct the comments of the commission. I was told that it would be possible to arrange a tour of the site by the end of September.

    To make sure the high degree of readiness at home, I went on my own. Indeed, both cases look ready, but there are comments. In some places, the facing plates have already fallen off. Asphalt work is underway in the yard. There are several advertisements for the sale of apartments from the owners hanging on the house.


    Environment "Stars"

    The location of the complex seems to be successful. To the metro station "Zvezdnaya" 5 minutes walk. There is also a large shopping complex with a cinema nearby. The houses are located between Moscow highway and Lensovet street. This neighborhood can be credited to the environmental disadvantages. But despite the proximity of the transport highway, the place looks quiet and calm. The complex is surrounded by green courtyards with flower beds and playgrounds. Another new building is visible next to Zvezda - a club house, while the rest of the area is occupied by Stalinist five-story buildings, thanks to which a good overview will open from the upper floors of Zvezda.

    Literally a few minutes walk from the complex Pulkovsky Park. Near several schools and kindergartens. The nearest school is located directly under the windows of the building, 10 minutes walk to the kindergarten. Many all kinds of shops within walking distance, coffee houses, bakeries, beauty salons and other household joys.

    The transport links of the area can surely be called good. In addition to the metro, there are many ground transport routes, the stops of which are across the courtyard from the residential complex. Motorists will be pleased with the close access to major highways: about a kilometer away - to Dunaisky Prospekt, and to Moscow Highway - within half a kilometer.


    If we close our eyes to the long-term construction and rely on the previous work experience of Alice, we can assume that these will be high-quality apartments and good house. Its location is also attractive. However, the decision to buy an apartment in Zvezda before putting the house into operation requires courage, and it would be useful to first consult with a lawyer.

    In the Moscow region, the construction corporation "Alice" is building a residential complex "Zvezda".     Who is building?

    Construction corporation "Alice" exists since 1998. Over the past five years, she has commissioned seven houses in St. Petersburg. She was not seen in any high-profile scandals and litigation. Of course, there were delays in delivery - for a year and a half, but, firstly, during the crisis, most developers had them, and secondly, as a result, all houses were completed.

    I found information that the prosecutor's office had claims against the developer about illegal clauses in equity agreements. The prosecutor's office opened five administrative cases, accusing the developer of including conditions in the contract that knowingly violate the Consumer Rights Protection Law. However, judging by the discussions on the forums, Alice has a reputation as a stable and reliable developer.

    As one of the equity holders figuratively writes, I quote (spelling and punctuation preserved): Alice is a well-known and not young company for a long time. Many new developers have come to the St. Petersburg market, so this IC, which survived the crisis, against this background looks like a dinosaur that survived the ice age.. True, some are confused by the fact that now the company is building only the Zvezda residential complex, and it does not even have new projects in its plans. But here there are only guesses: maybe there are new projects, just so far there is no information about them.

    In general, the developer is not particularly open to information and tries to announce information to a minimum. Shareholders also write about this on the Internet, also referring to the fact that company representatives are reluctant to enter into a dialogue.

    There is a group at the Zvezda residential complex on Vkontakte, but it is practically not updated - there are no topics there, except for getting to know the neighbors and carefully monitoring the slightest movements at the construction site with news at the “moved the drilling rig” level. Last news on the "wall" of the group were published in October 2013.

    The developer's website has Required documents, but there are no renders or photos of construction progress. The choice of apartments on the site, according to the manager, is relevant - you can see the layouts and prices, as well as sold, vacant and reserved apartments.     But there is no search for an apartment by building and floor. There is a "Webcam" section, but it says that the page is under development. The same answer when clicking on the section "Selecting a house and an apartment." In general, out of 6 tabs with information about the new building, only 3 are “working”: general information, address and prices, and just one small 3D picture. As you can see, the developer does not indulge buyers with information.

    This is confirmed by the booklet, which consists of only 4 pages with the location and layout of the sections. It is interesting to note that for other objects that have already been commissioned, the site contains more detailed information - there are even 3D projections and photographs of the construction progress.

    Office visit

    The developer's office is located five minutes walk from the Novocherkasskaya metro station. Just be careful not to confuse the desired office with another Alice division, which is closer to the metro. And one more thing - do not pass the desired office, as the entrance with a sign is somewhat to the side. The office is open only on weekdays from 10.00 to 20.00. Calling to make an appointment is quite realistic, but it is better to do this in the morning.

    There are only three managers in the sales department, so when I came without an appointment around 10.30, the meeting might not have taken place. However, I was received by the sales manager in his office. Judging by the amount of papers on the table, he clearly had other things to do. Despite this, he was focused on me during the conversation and patiently, albeit succinctly, answered all my questions. Without asking me at the very beginning of the conversation, he provided a booklet and throughout the consultation behaved calmly and politely.

    He agreed to my complaints about the lack of more detailed views of the house, but could not help in any way. True, when I asked which of the previously built houses the Zvezda residential complex would look like, the manager readily named the Dominanta residential complex and explained in detail how I could get to it. I was presented with suitable apartment options - from studios to 4-room apartments.



    However, in a personal conversation, it was not possible to find out the details about the apartments: the head of the department is polite, but as concise as the company's website. The areas of apartments and their prices were rounded off, which is probably why I did not find studios with an area of ​​exactly 25 square meters on the site. m worth exactly 2.5 million rubles, which were discussed during the meeting. All options were presented only in words and, despite the fact that I defiantly slowly wrote down, the supervisor did not offer me any printouts.

    What are they building?

    The house itself, of three sections, is being built using brick-monolithic technology in the form of the letter "G". Sections one and two will be 19 stories high and will be located perpendicular to Moskovsky Prospekt, while the third 21-storey one will appear at an angle of 90 degrees and closer to Zvezdnaya Street.

    External wall decoration is a ventilated facade system with an outer layer of ceramic granite slabs in two colors. Installation of two-chamber double-glazed windows is provided, but there will be no glazing of balconies. According to the head, the project will be brought to the shareholders, according to which they will have to glaze the balcony at their own expense. Interior decoration apartments are also not provided.

    According to the project declaration, the completion date of the house is the III quarter of 2014. Until this date, a building permit is valid, which will have to be extended in order to transfer the apartments to equity holders until December 31, 2014. This is the time period specified in the DDU. So none of the equity holders is immune from the fact that instead of pleasant New Year's troubles, they will have to deal with the acceptance of the apartment. However, this is also a pleasant chore.

    Taking into account the time required for finishing, it will be possible to move into the house, most likely, not earlier than the spring of 2015. If we talk about the quality of houses commissioned by the developer earlier, then there are both positive reviews and complaints. As a certain shareholder noted about the quality of construction of one of the objects, I quote: “ The amphitheater was built strangely, sometimes well, sometimes jambs". According to other equity holders, when accepting an apartment, acts of violations are drawn up, but the developer does not correct them. By the way, outwardly, the majority of buyers like the houses of IC Alice. But in terms of quality, there is only one conclusion - despite the comfort class declared by the developer, it tends more towards “economy”.

    Social and cultural life

    The location of the complex and especially the infrastructure are located on high level, as it is being built in a long-established area with rich infrastructure. The Zvezda residential complex is located very conveniently in relation to the Zvezdnaya metro station - not too close, but not far either - at a distance of 7 minutes with a regular step. It is necessary to pass only two houses on the street. Leningrad City Council and turn into the courtyard.

    The abundance of shops on the first floors of houses, such as the shopping center "Continent", "Prisma", the shopping center "Zvezdny" - completely cover the need for shopping. On the other side of the Moscow Highway there is the Park of Hero Cities, albeit with the Viva residential complex as an addition, the operating sports and recreation complex of Gazprom and the sports and entertainment complex Galaktika under construction.

    Directly opposite the "Star" there is a school, and across the courtyard in the same block - a kindergarten. In the neighboring quarters there is also a large selection of schools and kindergartens. Much worse is the situation with parking. The new building provides underground parking for only 95 places, and the number of places in the open parking lot, according to the project declaration, is only 27.     The site with the complex will be literally squeezed into a dense environment of already erected houses: five-story buildings, a school, a nearby high-rise building with a fenced area and another 2-story house, also fenced. In general, you should not count on empty parking spaces in the yards. By the way, the developer will not enclose the Zvezda site - this will have to be done by the owners themselves. Parking spaces will be available for purchase only after the house is handed over at an estimated price of 1 million rubles.

    How to buy?

    Sales are carried out by the developer under an equity participation agreement (214-FZ). There is no contract on the site, but they sent it to me by e-mail for review. I must say that the contract is correct, equally takes into account the interests of both parties and contains only one dubious clause on registration.



    According to this clause, the shareholder is obliged either within 10 working days from the date of signing the contract to take steps to submit documents for state registration, or to conclude an agreement for the provision of these services with the developer (the cost of the service is 5,000 rubles). If neither one nor the other is done, then “the Parties consider the obligations arising from the Agreement terminated without signing any additional agreements to it, and the Developer will have the right to sign and register a similar agreement for the Apartment specified in clause 1.1 of this Agreement, with any third party."

    A shareholder can deposit money under DDU both by bank transfer with payment of a commission, and in cash at the cash desk of IC Alice without commission. Possible installment until September 2014, but in this case, the cost of the apartment will be 3-5% higher than with 100% payment.

    The first installment, depending on the price of the apartment, can range from 10 to 50% of the price of housing. But there is no possibility to buy an apartment in a mortgage. However, according to the manager, it will probably appear in 1.5-2 months. True, by this time the choice of apartments will obviously be less. By the way, the developer does not indulge the buyer here either - you won’t be able to find out anything about the installment plan on the site: the “How to buy” section is also under development.

    What's the price

    During negotiations at the developer's office, I found out that there are still all types of apartments - from studios to 4-room apartments. However, I cannot guarantee this at the time of publication of the article, because. apartments are sorted, in my opinion, well.

    The cheapest studio with an area of ​​24.13 sq. m is located on the first floor and costs 2 million 718 095 rubles, but with the height and the cost of housing increases approximately.

    One-room apartments (from 41.23 sq. m. to 42.32 sq. m.) remained at a price of 3,843,378 rubles. Among the "dvushki" too, many have already been sold, but of the remaining most options for apartments with an area of ​​62.27 square meters. m. Their cost also varies greatly depending on the floor: the first floor will cost 4,836,787 rubles.

    The choice of "three rubles" is something like this: with a footage of 83.55 sq. m at a price of 5 million 681 000 rubles. on the ground floor up to 89.7 sq. m on the third floor at a price of 6 million 523 879 rubles. 4-room apartments with an area of ​​109.11 sq. m from 8 million 292 317 rubles on the first floor to 9 million 995 416 rubles on the seventeenth.

    The price of apartments in the Zvezda residential complex, given the brick-monolithic construction technology and good location, looks attractive. Compared with the prices of the Viva residential complex, which is not so well located and is being built using an improved, but still panel technology, then at a cost square meter in 2-3-room apartments, Zvezda LCD will have an advantage.

    On the other hand, apartments in the residential complex "Viva" are already finished. In general, I would say that Zvezda residential complex has investment potential, especially in terms of one-room apartments. But it is realized only if the developer will hand over the new building without delay.

    Apartment geometry

    Since there are a limited number of apartments left, I will consider only those layouts that are still on sale. For example, in studios with an area of ​​24.13 sq. m, starting from the second floor, there are balconies, and the room itself with an area of ​​17.6 sq. m has a shape close to a square. The kitchen area is partially separated from the living area by a partition. An interesting point: the area of ​​​​the balcony increases with the floor, but the washing machine is unlikely to fit in the bathroom.

    One-room apartments with an area of ​​41.23 sq. m remained only on the first floors, there are no balconies. Square kitchen with a footage of 10.82 sq. m, a separate bathroom and a ventilation chamber located in the toilet are clear advantages of the layout. But the room with an area of ​​​​19.94 square meters. m has the shape of a "glass", which worsens the illumination, in addition, the door is located almost in the middle of a long wall, thereby reducing its usable area.

    In another version of the "odnushki", with an area of ​​42.32 sq. m, the windows of the room (18.56 sq. m) and the kitchen (12.43 sq. m) already face different sides. But if the rectangular large kitchen is well lit due to the location of the window on the long side, then the rectangular room has the same drawback with insolation as the previous apartment. The hall (6.64 sq. m.), although it has a narrow “neck” for entering the bathrooms and the kitchen, is itself wide enough to accommodate furniture there.



    "Dvushki" with an area of ​​62.27 sq. m are presented in only one layout option. Obvious disadvantages: all windows, except for the exit to the balcony, are on one side; combined bathroom with a footage of only 4.19 sq. m. Given the area, the washing machine simply does not fit into the bathroom - only a spacious hall of 10.44 square meters remains. m - in the end, it was because of him, along with the ventilation chamber, that the bathroom turned into a closet. But a square kitchen with a footage of 11.31 square meters. m and room 15.07 sq. m quite meet the level of comfort.

    "Treshki" with an area of ​​83.55 sq. m remained only on the first floor, again there are no balconies. The advantages of the layout of these apartments are: a kitchen with a footage of 12.26 sq. m, windows on two sides, the presence of two bathrooms and a separate storage room, albeit unsuccessfully cleaned at the end of the apartment. But the shape of the rooms with an area of ​​​​13.56 square meters. m, 15.43 sq. m and 17.02 sq. m - all the same elongated rectangle.

    Although, in fairness, I’ll say that in the “three rubles” with a footage of 89.7 square meters. m, all rooms have a slightly larger footage and a more successful shape. The pantry is already located next to the front door, and only the lack of access to the balcony from the kitchen prevents us from considering this apartment completely comfortable. The same can be said about the layout of a 4-room apartment with an area of ​​109.11 sq. m.

    Summary

    The advantages of the new building are obvious: an excellent location in a populated area, where all the necessary infrastructure is at hand; the reliability of the developer, who builds, though little, but has survived the crisis; adequate price for housing and relatively good layouts of apartments.

    Now the “fly in the ointment”: clear signs of infill development; problems with free parking; complaints about the quality of construction, the inability to buy an apartment on a mortgage. Not exactly a minus - but the lack of repair, even preparation for finishing, will delay the housewarming for a long time and add costs to future residents. In general, LCD "Zvezda" gets "8" points.
