Sberbank cards for pensioners. What is the cost of servicing the card? Interest on balance

Many pensioners in Russia receive payments from the state to an account in one of the banks. Until 2017, those pensioners who chose a bank card to receive a pension used the services of various payment systems. However, in accordance with federal law"On the National Payment System" was created in 2015 payment system WORLD. Its operator is Joint-stock company NSPK, in which 100% of the shares belong to the state. In December of the same year, the first MIR cards for pensioners were issued. Our new article will tell you about what kind of card it is, what are its features and advantages.

The aggravation of relations with international partners and the imposition of sanctions against our country became a serious reason for the Central Bank and the Government of the Russian Federation to begin actively creating a national independent payment system that would be as reliable as foreign ones. During the year, it was created and in December 2015 the issue and maintenance of the first cards began. By the beginning of 2017, their total number exceeded 4 million pieces:

  • now the MIR card is issued by 59 Russian banks;
  • on the territory of Russia, more than 160,000 ATMs and terminals accept the card for payment;
  • by the end of 2017, 99% of ATMs will dispense cash.

To the law 161-FZ "On the national payment system" in 2016, a small but very important amendment, which provides for the transfer of all payments to state employees, including pensions, to new MIR cards. This was done to protect the savings of pensioners and other citizens from various external factors.

Advantages and disadvantages of the new MIR card for pensioners

The new product has all the features and advantages of the previously used bank cards. The most important advantage of the MIR card is the accrual of additional interest on the account balance and free service. In addition, an additional card may be issued. Holders of the MIR card for pensioners have the opportunity to:

  • pay for electricity and other popular services;
  • transfer funds using ATMs or online;
  • use the service Mobile bank”;
  • pay for goods and services in stores and online services in Russia;
  • participate in loyalty programs and accumulate bonuses. For example, “Thank you” from Sberbank.

In a number of regions of the country in 2018, it is planned to launch a project of a unified social card MIR, with identification information about a pensioner in its chip. It can be presented when traveling on the subway and other types of public transport. Of course, there are some drawbacks, since the project was developed quite recently and is gradually developing, these include:

  • the card is used only on the territory of the Russian Federation;
  • not all stores have updated the software and accept the MIR card for payment;
  • there may be queues at bank branches for reissuing cards;
  • when issuing a MIR card, there is a need to open a separate account.

However, the transition to the new MIR cards for pensioners will not affect the payment of pensions and social benefits.

Do pensioners urgently need to change their bank card?

Immediately I want to warn pensioners that running to the bank and changing the card is not required. You can use the old one until the end of its term. After that, the bank will issue a card of the Russian payment system MIR.

In general, the exchange will be made until July 1, 2020. The functionality of the MIR card allows you to perform all the operations currently performed on a pension card. The same pensioners who retire from July 1, 2017 are already receiving new cards.

Also exchange cards of international payment systems for students and employees budget organizations who receive stipends and salaries. This process will last until July 1, 2018. However, if someone wants to become the owner of the MIR national card earlier, then you should visit the bank and report your desire. It will be issued to you immediately. For pensioners, all banks service these cards free of charge, the same applies to state employees within the framework of projects.

Principles of safe use of the MIR card

In order to avoid any misunderstandings in the process of using the MIR card for pensioners, it is necessary to be guided by the following principles:

  • never tell anyone the PIN code, do not write it down on the card and do not store it in the wallet;
  • immediately notify the bank about changing your phone number, immediately block a stolen or lost SIM card;
  • do not leave your card unattended so as not to allow it to be duplicated or make purchases on the Internet without your permission;
  • always cover the keyboard with your palm when withdrawing cash from an ATM or paying through a POS terminal.

At the slightest suspicion that the security of your card has been violated, you need to block it by calling the bank. Immediately ask for a new card to be issued and delivered to the nearest branch of a credit institution. The contact phone number of the bank is on the back of the card. You can also block the card through the Internet bank or mobile application.

Social Maestro card- this is an entry-level card, and by issuing it, Sberbank sought to increase the number of its customers and gradually attract citizens of retirement age to use bank cards, thereby covering a new, fairly wide segment of the population. It is simple and easy to use, despite the fact that it has some limitations.

It should be noted that social cards for the population were developed and issued by Sberbank for the following purposes:

  • reduce additional financial costs for the issuance and maintenance of savings books, the relevance of which is gradually declining.

    • carrying cash through payment terminals or ATMs that have the function of accepting cash;
    • replenishment of the card at a bank branch through an employee (for this you need to give the card number and provide a passport or give the account number and details of the territorial branch of the Bank where the card was issued);
    • replenishment of the card by bank transfer from another debit card Sberbank or third party credit institution(using services, SMS system or through ATMs and payment terminals).

  3. you can make cashless payments in various stores, institutions, through ATMs or terminals;

Disadvantages of a pension card from Sberbank

Social card "Maestro" has some limitations:

  • it is serviced at Sberbank branches only on the territory of the Russian Federation (abroad, at ATMs of subsidiary banks, if any, you can withdraw only cash and nothing more);
  • card transactions are carried out only in rubles;
  • only a pension is credited to a card of this type (even if a pensioner works, his wage cannot be credited to the specified social card);
  • social card is an initial type card, therefore it does not contain CVV2 / CVC2 codes, and, accordingly, it is impossible to make payments for purchases on the Internet (but it is possible to replenish accounts and make transfers via the Internet);

This card is intended for pensioners, so the disadvantages described above are not as significant for them as they are for young people and middle-aged citizens. Many elderly people are unlikely to make purchases via the Internet, especially in a different currency, and besides, few of them continue to work. The main advantages of the card for pensioners are its free service, accrual of interest on the balance of funds increased rate, the possibility of registration additional card for relatives at reduced service rates, the ability to track card transactions through the Mobile Bank and the possibility of cashless payments in stores. The card is issued quickly and easily, valid for 3 years, serviced at reduced rates.

Until now, Russia did not have its own payment system, unlike other countries - such as, for example, Japan, America, China. In this regard, plastic cards were previously issued using international payment systems, mainly VISA and MasterCard. Accordingly, all monetary transactions carried out, including on the territory of Russia, passed through centers located abroad.

The situation changed dramatically in the spring of 2014 due to a change in the foreign policy situation. Worked to this point the legislative framework to create national payment system allowed the President of Russia to order its implementation as soon as possible.

The transition to the new system takes place in the most comfortable conditions for the population, making it almost invisible.

The essence of the changes is as follows:

  • all Money transfers pass through Russian operations centers, excluding foreign ones;
  • Russians are transferring their funds to a new national payment card (the approved name is MIR).

Thus, the scale of the tasks set in connection with the transition to a new payment system requires additional expenses from banks. Nevertheless, the state expresses its preference for this project and is ready to cooperate with banks, providing them with any support in this matter. But despite this, the new system will develop in conditions of healthy competition.

To date, specific deadlines have been approved for the transfer to a new payment card from the budget for citizens of our country.

The need to develop a new system of payment cards

The relevance of creating a new payment system in Russia is based on the following principles:

  • uninterrupted banking operations regardless of external factors;
  • maintaining the financial sovereignty of the country;
  • development of national payment services.

The reason for the introduction of a new system of payment cards was the blocking of non-cash payments to Russian customers by a number of Russian banks served by such international payment systems as VISA and MasterCard, as a result of US sanctions against the Russian Federation. As a result March 1, 2014 the President of the Russian Federation was approved the creation of a national payment system.

Although in fact the development of such a system began much earlier. Back in 2011, the government made a number of decisions to create a multifunctional electronic card without the participation of international payment systems. The procedure for making payments and the organization of the payment system as a whole are reflected in adopted law No. 161-FZ of June 27, 2011 "On the national payment system".

The new payment system is recognized as significant according to the criteria set by the Bank of Russia (Article 22 of the Federal Law No. 161 of June 27, 2011) and mandatory for implementation (clauses 5, 6 of Article 30.5 of the Federal Law No. 161).

Therefore, in order to receive payments from the budget, it is provided mandatory release national map. Payments will be transferred to such a card:

  • employees of the public sector;
  • pensioners;
  • other recipients of social benefits and other state payments.

Moreover, the latest version of the bill provides three stages such transition:

  • from July 1, 2017 - for new bank customers;
  • until July 1, 2018 - for existing state employees;
  • after the expiration of the current cards - for pension recipients.

It should be noted that already at the present time since 2015 money turnover within our country for all plastic cards is conducted through the national system of payment cards.

National payment system MIR

The Mir payment system is a national Russian payment system operated by National Payment Card System JSC, owned by the Central Bank of the Russian Federation. The name and logo of this system were approved in the spring of 2015, and by the end of the year the first plastic cards in corporate colors were issued - combination of blue and green.

It is important that the maximum distribution of Mir plastic cards on the territory of our country will not limit the exit of this payment system outside the Russian Federation, but will contribute to their entry to the world level.

Thus, thanks to the agreements reached, the new system will have two applications:

  • Russian
  • international.

As a result, cards issued in cooperation with global payment systems MasterCard, Japan Credit Bureau and American Express will operate in Russia according to the adopted Mir system, and abroad - according to the rules of a different system, respectively. Thus, information about all monetary transactions made within our country won't go abroad.

Among the first banks that became members of the national payment system and started issuing new plastic cards were the Bank of Russia, RNCB, Gazprombank, Alfabank, VTB 24, Sberbank. Currently, there are already 202 of them. The new Mir card is accepted by more than 75% of terminals and 97% of ATMs.

How is MIR different from other payment systems?

The Mir payment card meets all the requirements of both Russian and international standards. However, she also has a few differences:

  • low maintenance cost;
  • the opportunity to receive bonuses under the loyalty program by choosing best offers stores and brands that have entered into this project;
  • independence from existing international payment systems;
  • Opportunity to join various social projects:
    • for the issuance of a transport, student, social card;
    • on the introduction of state food certificates.

Tariffs new card will meet the needs of ordinary citizens in the first place. Presented several types such a map:

  1. debit;
  2. credit;
  3. salary;
  4. pension;
  5. social.

The national payment card, which is an independent payment system, was created taking into account the needs and characteristics of the financial market in Russia, has a high degree of security and ensures independence cash transactions from external economic and political factors.

Transfer of pensioners to MIR cards

Unlike employees of budgetary organizations, the transfer of pensioners to Mir cards is provided in a smoother mode and last some years until July 1, 2020.

Due to this gradual transition several factors:

  • creating comfortable translation conditions for the elderly;
  • prevention of possible queues from the influx of citizens;
  • reduction of additional expenses of banks associated with a possible growing flow of population;
  • expansion of the established infrastructure for the smooth operation of the new system.

Thus, the transfer of pensioners to new cards will take place with maximum convenience, making it almost invisible to persons.

In general, on the World map is no different from transfers previously made to other plastic cards. As before, in order to change the method of payment, a pensioner must apply to territorial authority FIU at the location of the payment case and provide the account number for money transfer, reflecting it in a written application.

Conditions, procedure and terms for transferring a pension to a card

Gradual transfer to new maps implies certain terms doing the following work:

  • Start transition marked July 1, 2017.

    This summer, cards will be issued to pensioners who are making pension payments for the first time.

    • Completion proposed by July 1, 2020.

      This time will be required for current pensioners to replace the plastic cards already issued to them upon expiration of their validity with new ones, payments on which will be made in the new Mir payment system.

    Banks will issue a new card to all pensioners who have written an application for its issuance for transfer pension payments. It is planned that such cards will be released into circulation, as they are now, with the cost of opening and maintenance equal to zero.

    It is important that no changes will affect pension transfers and will not lead to failures in their payment.

    What will change for pensioners with the advent of a new payment system

    The main qualities of the new payment system, which will certainly be appreciated by the older generation, are:

    • the stability of its work and the security of financial transactions;
    • an imperceptible transition to settlements through the National Payment Card System without the participation of international payment systems within our country;
    • simultaneous preservation of the full volume of access to VISA systems and MasterCard without compromising the quality of service.

    It should be especially noted that choice in favor of translation pensions to the new Mir plastic card in full depends on pensioner. Senior citizens still have the opportunity to receive compensation payments through post offices, including at home, which is especially important for people with disabilities.

    Calculation of interest on the balance of funds on the card

    On the issue of calculating interest on the balance of funds on the card, it should be noted that in different banks this indicator will various depending on the conditions offered by a particular bank.

    For example, the Russian National commercial Bank(RNKB) in Crimea provides 4.5% on the balance of funds on the Mir pension card, and Sberbank charges 3.5% on a similar card product. Other banks provide interest according to a similar product that they had before the introduction of a new payment system.

    The interest accrued on the balance of money on other types of bank cards is usually noticeably lower than on a pension card.

    Where can I pay with the new MIR pension card?

    The scope of the new map is quite extensive. The main directions of its use are:

    • purchase of goods in large retail chains;
    • payment for purchases and services:
      • through the Internet;
      • through ATMs of the bank that issued this card;
      • through a mobile application;
      • using contactless technology.

    Among the most famous networks that accept new plastic cards for payment are Auchan, Metro Cash and Carry, Ikea, McDonald's, the Sportmaster chain of stores, Yves Rocher, L'Etoile, Ile de Beaute, Rosneft, Lukoil. More program participants can be found on the Internet resources.

    In addition, pay off the new pension card can and outside Russia. For this Russian banks together with international payment systems issue such cards as "Mir-Maestro" and "Mir-JCB".

    MIR card in Sberbank: validity and terms of service

    The Mir pension card in Sberbank is a banking product for pensioners who receive payments from the PFR and have chosen the appropriate method of transferring them. The presence of such a card opens the possibility of additional banking services:

    • possibility cashless transfer payments;
    • account management remotely using online resources.

    Features this product are:

    • free service;
    • high degree of protection, installed using an electronic chip;
    • accrual of interest on the balance of funds on the card (performed at the end of each quarter, starting from the moment the account was opened);
    • the card is valid for three years;
    • participation in the bonus program "Thank you".

    To apply for this card, a citizen entitled to receive a pension must contact the nearest Sberbank office with a passport and fill out an application form.

At the beginning of 2017, the transfer of pensions to the MIR card within the framework of the national payment system was announced. The same was recommended for all other market participants. After pensioners, state employees were forced to switch to national software.

Why did you have to urgently develop your financial instruments? What are the advantages and disadvantages of the MIR card? More on this later.

The essence of the event for the introduction of the MIR card

Until 2014 for implementation social payments banking transactions used popular instruments in Russia:

  1. Visa;
  2. mastercard.

However, these cards are serviced through international electronic tools. Schematically, it can be represented as follows. Every time a pensioner decides to withdraw money or pay with a card in a store, the following actions take place (electronically):

  • the team goes to the bank;
  • the financial institution sends the appropriate signal to the operations control center located in the United States;
  • the center gives permission and takes a small percentage for its services;
  • the bank authorizes the withdrawal of cash and collects its share of the service.

To avoid dependence on the Western control center, it is necessary to create Russian financial instruments and implement them. After certain activities, such a toolkit was created. The Pension Fund has been charged with the obligation to transfer pensions to the MIR card. Sberbank and other large banking institutions have prepared the appropriate software for data processing.

Important: the introduction of a Russian-made card into use is one of the measures to protect citizens from Western sanctions.

The relevance of creating your own payment system

Critical in a situation of political crisis in the above scheme is the "control center". The logic of the authorities is as follows:

  1. The country again entered into confrontation with the collective West, defending its national interests.
  2. At the same time, all transactions, even for the purchase of a loaf of bread, depend on the tools developed and controlled by the so-called partners.
  3. If the collective West decides to impose financial sanctions, then pensioners will not receive money. Just everything Bank operations stop.
  4. Other recipients of social benefits and state employees will find themselves in the same situation.
  5. People will suffer, as changing the method of making payments will not work quickly.
  6. And there are about 43 million pensioners in the country, and together with recipients of social benefits and state employees - 60 million.

Payment system of the Russian Federation MIR

The official start for the development of a national financial instrument was given by the adoption of Law No. 161-FZ of 06/27/2011.

The goals of this work are:

  • uninterrupted service of financial transactions of domestic and foreign clients in any external conditions;
  • ensuring the economic sovereignty of the country;
  • development of national financial services.

The law recognizes the new software as significant according to the criteria of the Bank of Russia (Article 22). In addition, according to paragraphs 5 and 6 of Article 30.5, the system becomes mandatory for implementation after development.

Conditions for the implementation of the specified legislative act are:

  1. All recipients of budgetary payments are required to use national map. It is primarily about:
    • pensioners;
    • employees receiving salaries from the budgets of all levels;
    • civil servants;
    • recipients of social benefits and other budgetary payments.
  2. The transition to domestic financial instruments took place in the following terms:
    • from 01.07.2017, all new customers of banks of the above categories were issued MIR cards without fail;
    • from 07/01/2018, state employees were transferred;
    • pensioners will be replaced with a card smoothly, after the expiration of the previous one (for two years).
For information: since 2015, all financial transactions in the banking sector are carried out using national software. Download for viewing and printing:

Details of the operation of the Russian MIR map

The operator of the Russian payment software is National Payment Card System JSC. The owner of the enterprise is the Central Bank of the Russian Federation. It was registered in the spring of 2015. At the same time, the logo and official colors of the card were approved: blue and green.

At first, citizens were worried that they would not be able to travel outside the country with a new carrier of information about money. However, this obstacle has already been overcome by concluding appropriate agreements with other payment operators.

Attention: the national financial toolkit includes two appendices:

  • Russian (for internal use);
  • foreign (compatible with other payment instruments operating in different countries).

The following banking institutions have joined the payment system of the Russian Federation:

  1. Alfa Bank;
  2. Sberbank;
  3. VTB 24;
  4. RNKB;
  5. Bank of Russia;
  6. Gazprombank and others.

The MIR card is accepted in 2019 at 97% of ATMs and 75% of terminals. By the end of the transition period, these figures will be brought to 100%.

Important: thanks to banking transactions through the national system, all information about payments remains in the country, which increases the level of economic sovereignty.

How pensioners will be transferred to the new software

Work with socially unprotected segments of the population is built on the basis of providing people with comfortable services that do not cause serious difficulties. It is planned to transfer pensioners to MIR cards progressively so as not to cause discontent among citizens:

  1. According to the plan, this event will be extended until 2020.
  2. Recipients of insurance benefits will change cards as the expiration of existing ones.

This incremental approach will:

  1. Avoid queues at banking institutions. It is known that pensioners are among the most active segments of the population.
  2. Carry out replacement in a mode convenient for people.
  3. Test the bank instrument in the operating mode. The test will not affect all pension recipients.
  4. Reduce the costs of banking institutions for the issuance of cards (their one-time mass production would cost more).
Attention: citizens will have to provide data on the new account number to the Pension Fund authorities.

MIR card in Sberbank: terms of service

Sberbank formed a package favorable conditions for pensioners. Receiving a card of the Russian payment network, an elderly person is automatically provided with the rest of the bonuses.
These include:

  1. Capabilities:
    • make transfers in non-cash form;
    • remotely manage the movement of funds on the account (the cost of the service is 30 rubles per month);
    • quarterly accrual of interest on the balance of the amount;
  2. Additional functions:
    • free service;
    • increased degree of account protection;
    • three-year validity of the plastic carrier;
    • registration of an additional plastic "wallet" for 150 rubles;
    • free access to the bonus program "Thank you".
Attention: the process of issuing a MIR card is simple. To do this, a person needs to fill out an application form at a banking institution and show a passport.

Advantages and disadvantages

Any electronic technology is improved gradually. For perfect job required:

  • time;
  • maximum number of users;
  • hard work of experts.

So far, the MIR payment instrument is working in test mode. Its first owners were residents of Crimea and Sevastopol, who are under pressure from more serious sanctions than all other regions of Russia.

Positive points

The following advantages of the domestic payment system are noted:

  1. Reliability. Now no decisions of the "partners" will affect the fate of pensioners.
  2. Safety. Testing of the national software began back in 2015 with the release of Mir-Maestro cards. Practice has shown high level protection of the chip from hacker and virus attacks.
  3. Low cost. The formation of the cost of services previously depended on the dollar exchange rate, since part of the fee for the use of cards was transferred by banks to the "control center". The creation of a national payment operator has decoupled the pricing process from foreign currencies.
  4. Access to use the resources of all banks. With the help of a Russian card, it will be possible to pay for purchases in any store, cash out funds in each terminal without commission.
  5. Full range of use throughout the country and on the Internet. The 3D-Secure protection program has been developed to make online payments.

About the disadvantages

Negative aspects that need to be worked out for the convenience of customers:

  1. Small service coverage of the population. By 2020, this shortcoming will be eliminated.
  2. Limited use outside of Russia. The government, together with the Central Bank, is working to expand the network of payment operators that will serve MIR cards. It's a matter of time.
For information: some roughness in the work of the program will also be overcome when its action extends to the majority of citizens of the country.

The experts came to the conclusion that the system is working, and the MIR card itself has prospects, including for entering the near abroad.

Attention: positive ratings were made even before it became known about the bonus program. Its launch will provide customers with a deferred discount on payments (cashback) in the amount of 10 - 15% of the purchase price.

Experts say that after the system covers a larger number of pensioners and state employees, the negative aspects will be overcome.

June 28, 2017, 22:11 Mar 3, 2019 13:47

Almost all citizens of retirement age in Russia who receive state payments to deposit funds use options such as a bank account or a postman's visit. Bank cards rarely used in this case. Only some elderly people use Maestro or PRO100 plastic cards. Soon they will be replaced with MIR social cards from Sberbank.

Creation of a MIR payment system card

The need to create our own payment system is associated with interruptions in the work of foreign analogues, because all payments went through centers located outside the Russian Federation. The issue of the need for their own payment system was raised especially sharply when, due to the political situation in the world, due to sanctions, Russian citizens had problems working with bank cards.

The Mir payment system operator is NSPK (stands for: national system payment cards), wholly owned central bank RF. Now the Russians can be sure that foreign PSs will not affect the activities of the Russian banking system. According to the law, all significant national banks.
