Terms of use of the world map for pensioners. Plastic card "Mir" of Sberbank: advantages and disadvantages of the system

Every day around the world are monetary relations and payments are made. To systematize the calculation, were created payment systems- a set of rules, procedures and technical infrastructure for the transfer of funds from one economic entity to another.

Until recently, Russia used payment Visa cards and MasterCard, however, in early 2014, after numerous sanctions, the state decided to create its own.

According to the law of June 27, 2011 No. 161-FZ " ”, all payments from the budget, namely pensions, salaries to state employees and other state payments, should gradually be transferred to the Mir card. Such a translation is carried out before July 1, 2018.

The need to create a National Payment Card System (NSPK)

Many countries have had their own payment system for a long time, for example, China has developed the Union Pay project (“Union Pay” - a unified payment), Japan has a JCB program (“Japanese Credit Bureau”), Belarus has an internal BelKart system, and India - RuPay. Previously, such systems were not created in Russia, which is why the main part of issued cards is MasterCard and Visa.

The need to develop their own payment system arose back in 2011, when the government considered it necessary to create multifunctional electronic card without the involvement of international payment systems. The project was relevant because it corresponded to the following state goals:

  • Implementation banking operations regardless of external economic problems.
  • Support for Russia's financial sovereignty.
  • Formation and development national system payments.

In the course of unfavorable political events, the United States imposed a sanction against Russia by blocking the procedure for non-cash payments of several banking organizations RF, which discussed MasterCard and Visa. After that, in March 2014, the President of Russia approved the development of his own payment system.

Payment system "Mir"

"Peace" has become the national system of the Russian Federation, and its operator is NSPK JSC, which belongs to the Central Bank of Russia. The emblem and name of the program were selected on a competitive basis and approved in the spring of 2015, and at the end of the year the first cards in the corporate style were issued - a combination of green and blue colors.

In accordance with article 22 of the law of June 27, 2011 No. 161-FZ " About the national payment system ”, the Mir program is recognized as significant, and on the basis of Article 30, mandatory release national maps to which will be translated:

  1. salaries to public sector employees;
  2. pension payments;
  3. social benefits and other government payments.

Within the framework of the legislation, a quick but smooth transition to the Mir map is planned:

  • for new clients of banking organizations - from July 1, 2017;
  • for existing public sector employees - until July 1, 2018;
  • for pensioners - as the validity period of the existing cards expires.

From 2015 to now financial relations within our country are conducted through National system of payment cards(NSPK), regardless of the type of plastic card. NSPK is a clearing center that processes card transactions within Russian Federation and operator of the Mir payment system.

Difference from other payment systems

The national program "Peace" does not lag behind international standards and meets all the necessary requirements. Furthermore, Russian system payments has a number of positive differences:

  • low cost of card maintenance;
  • customer loyalty bonus program based on cooperation with leading brands and stores;
  • independence and freedom from foreign payment systems;
  • opportunity to participate in social projects for the issuance of transport, social or student cards, as well as for the introduction of food certificates.

In addition, the national system is autonomous, that is, financial relations do not depend on foreign economic or political circumstances, and now international systems payments do not affect access to money and making payments to the client.

This project allows additional secure monetary transactions inside the country, whose data will not go beyond the border of the Russian Federation.

How to get a Mir card for a pensioner?

To receive a Mir pension card, you need to apply with application for its extradition in the nearest member bank national system, a complete list of which is presented on the official website. The card design will free. The full transition of all pensioners to Mir cards is planned to be carried out by 2020 because the following requirements must be met:

  • providing pensioners with comfortable transfer conditions;
  • eliminating the possibility of large queues;
  • minimization of expenses of banking organizations due to an increase in the flow of citizens;
  • development of the formed infrastructure to improve the performance of the national system.

Thanks to the fulfillment of these conditions, the transition to new cards will be as convenient and invisible for existing pensioners as possible. However, for citizens applying for a pension payment for the first time, cards are already being issued from July 1, 2017.

The procedure for pension transfers to the Mir card from the PFR Will not change. If a pensioner previously received a pension on a bank card, then when replacing it with a Mir card, it will be necessary to provide new card details to the territorial branch of the Pension Fund.

Card service cost and interest accrual

When opening and annual maintenance of the Mir pension card for pensioners no fee. Interest is accrued on the balance of the amount of money annually, in accordance with the established tariffs of the bank in which the pension card is issued, for example:

  • Crimean Bank RNCB provides 4.5%;
  • "Opening" - 4%;
  • Sberbank - 3.5%.

The interest rate applied to the balance of funds on other types of card is usually much less than on a pension card.

Another advantage of the new card will be a system of discounts or loyalty program for client. Bonus return from the purchase or "cashback" will be carried out to the "Mir" card, regardless of the servicing bank. To do this, you need to register on the portal, where shares of different companies are placed, and link your card. The client will be able to independently choose a suitable promotion, after participation in which bonus points will be credited to his card in the form of a monetary amount.

Is it necessary to change the pension card?

Switching to the World maps Mandatory for pensioners and civil servants. If a public sector employee does not issue a national system card, he can receive a salary in cash, but the transfer of earnings to other cards will not be made.

If there is a desire to issue a Mir card without permission, it is enough to contact the bank with a corresponding application for registration of a pension or salary card national payment system.

Is it necessary to transfer when receiving a pension at home or at the post office?

The transition to the world map is mandatory only for those pensioners who have chosen the method of receiving pension funds to a bank card. A large number of citizens of retirement age receive a pension at the local branch of the Russian Post or bring it to their homes, this is especially true for citizens with disabilities.

Retirees receiving payments through Postal office or at home not required switch to the World map.

In this case, nothing will change for pension recipients, they will receive their payments as before.

Obtaining a pension card Mir in Sberbank: pros and cons

Sberbank began issuing cards of the Mir national system only in the second half of 2016. Until the second half of 2017, only debit cards, and credit became available after.

Tariffs and conditions of the Mir payment card in Sberbank apply to:

  • Classic debit cards (like the old MasterCard and Visa);
  • Pension cards (intended for recipients of pensions and other social benefits).

The peculiarity of the cards is that the account on it is kept only in rubles, since they are intended for use within the Russian Federation.

The conditions for servicing a pension card are preferential compared to other tariffs. To obtain such a card, there are several requirements of the bank:

  1. The recipient's age must be at least 18 years old;
  2. Have citizenship of the Russian Federation(or another state, as well as stateless persons - to be entitled to a pension payment in Russia);
  3. Availability of permanent/temporary registration on Russian territory;

Registration of the card and its further maintenance is provided to pensioners is free, however, when issuing a duplicate or additional card, a fee of 150 rubles is charged. At the same time, the commission for withdrawing funds from ATMs and cash desks of Sberbank is not taken, while at other ATMs, a pension card is cash will not issue.

Sberbank credits a pensioner's card with interest on residual funds in the amount of 3.5% per annum. Mobile bank will cost 30 rubles monthly, although there will be no charge for the first 2 months of use, however, you can connect a free economy option without notification of expenses.

To apply for a Mir pension card at Sberbank, it is enough to contact its nearest branch with a passport and a certificate from the PFR confirming the right to receive a pension.

Among advantages of using Mir cards from Sberbank can be distinguished:

  • Huge network of card acceptance throughout Russia;
  • Independence from foreign economics and politics;
  • High-tech security through the built-in chip in the card;
  • Discounted service for pensioners.

However, there is several negative moments such as:

  • Restriction on the use of cards abroad;
  • Lack of contactless form of payment;
  • Lesser interest rate accrued on the account balance (compared to some other banks).

Perhaps the disadvantages of servicing are more applicable to the Mir system itself, and not specifically to the bank, at the same time, negative factors are not so relevant for people of retirement age.

The new MIR payment system was introduced in Russia in 2015, and at the moment, more than 4 million plastic cards of this type have already been issued in the country. At the bank where you plan to order new map MIR, an application is being written for receiving payments to a new account.

Pros and cons of the MIR card for pensioners

The Mir card from Sberbank for pensioners has both its pros and cons. The advantages of social plastic include:

  • no fee for issuance and reissue;
  • free service during the entire period of operation (5 years);
  • non-susceptibility to external international economic influences (sanctions, blocking, etc.);
  • possibility of use in all regions of the country, including the Crimea. (On how to withdraw money from a Sberbank card in Crimea)

Cons of the MIR card:

  • it is possible to issue only in one currency - Russian rubles;
  • the inability to use the MIR card from Sberbank abroad. The exception is some post-Soviet countries that have already equipped ATMs with the ability to accept a card of the national payment system of the Russian Federation;
  • not all ATMs and terminals support the new system, so before withdrawing cash, you need to make sure that the selected ATM accepts this type of plastic.

However, according to representatives of the Central Bank, the MIR payment system is still in the process of being finalized and over time, the shortcomings of the system will be eliminated.

Quick application form

Fill out the application now and get money in 30 minutes

The true goals are revealed, for which a new payment system is being introduced. The cost of servicing the Mir card today is 750 rubles a year. Most likely, pensioners will have to pay this amount out of their own pocket. And the money that was added to payments as part of the long-promised indexation will not go to those who do not work by age, but to the pockets of bankers.

Bill of the Bank of Russia

Today, such plans are no longer empty words. The Bank of Russia has prepared in its bowels a draft law, according to which pensioners will be required to receive payments exclusively on the Mir card. For reference: this system is serviced by a subsidiary of the Central Bank of the Russian Federation, the NSPK company.

At the same time, free social cards, to which pensions are now paid, will finally become a thing of the past by 2020. And if social cards were issued for free, then for "", obviously, you will have to lay out your money.

The cost of servicing the Mir card

The cost of servicing the Mir card in Sberbank on the official website credit institution right today is estimated at 750 rubles a year. It is unlikely that this amount will decrease in the next two years, remaining before the final transition to the new system.

Statistics show that there are more than 40 million pensioners in Russia. If we multiply the cost of maintaining the Mir card by the number of potential recipients, then it turns out that as a result, the country's financial sector plans to rob the least protected segments of the population for a total amount of 30 billion rubles or more.

Failed national system project

Recall that the idea to issue your own national bank card arose just when people from Vladimir Putin's inner circle fell under Western sanctions. Then several Russian banks lost the opportunity to work with international payment systems at once, the names of which can be seen in the list.

However, the Russians, despite the calls of the overdue president, and even his statement about the transfer of his salary to the Bank of Russia, did not inflame with patriotism. Its own ruble turned out to be closer to the body than the adventurous geopolitical ambitions of the authorities, proposed in exchange for democracy, the fight against corruption and economic reforms. As a result, financial offices are breathing their last breath due to sanctions and the mass withdrawal of funds that followed them.

But money, and a lot of it, has already been invested in the national payment system. And the authorities have no choice but to resort to the only possible way recoup them bypassing free competition: using administrative resources to distribute their dubious banking product forcibly.

Not surprisingly, the cost of maintenance bank card"Peace" will be entrusted to the pensioners themselves. Most likely, the Kremlin is once again counting on financial illiteracy. If money were transferred directly the right banks, that might raise questions. And so - pensioners will add three kopecks to their pensions, then the bank will take them. And everyone will be happy.

Many pensioners prefer to interact with Sberbank to receive a pension, as with the most reliable state-owned bank in the country. Consider what the pros and cons of a Sberbank card for pensioners are, how much the card service costs, the benefits of the Active Age program, and also what cards a pensioner can issue, except for a social one.

Sberbank pension cards

Pensioners in Sberbank could issue any card of their choice: MIR, Maestro or MasterCard. According to the relevant law, today only MIR social cards are issued for the transfer of pensions. The issuance of Maestro and MasterCard cards for pensioners has been discontinued .

Maestro/Mastercard

For persons who still have them in their hands, the Sberbank pension card is replaced with a MIR card at the time of applying for reissue due to expiration or early (in case of loss, change of data, etc.).

WORLD

The accrual of interest is provided for social payments transferred pension fund, the Ministry of Internal Affairs, the Prosecutor's Office and other pension authorities.

Interest on the balance is calculated at a rate of 3.5% quarterly.

Other advantages of a card for pensioners in Sberbank include:

Minuses

Considering the disadvantages of the MIR card of Sberbank for pensioners, it is worth highlighting the inability to pay outside the country. It is also not provided to withdraw money abroad, even in subsidiaries of Sberbank itself.

In the reviews, a minus is called a paid service. mobile banking, the cost of which does not suit pensioners, even despite the reduced rate. But do not forget about the availability, which is provided to everyone without charging a monthly fee.

The disadvantages also include:

  • it is impossible to issue an additional card to the account;
  • paid reissue due to loss of plastic (30 rubles);
  • paid balance check at ATMs of other institutions (15 rubles at a time).

Conditions and cost of servicing the MIR social card

Issue and issuance of the card occurs without payment. The service cost is 0 rubles.

The MIR card is valid for 5 years. At the end of this period, a scheduled reissue occurs, for which payment is not charged.

In addition to those already mentioned, the card has the following terms of service:

  • cash withdrawal limit: 50 rubles per day, 0.5 million - per month;
  • commission for cash withdrawal: 0% when using a Sberbank ATM, 1% - in third-party machines;
  • withdrawal of money in excess of the limit - only at the branch, with a surcharge of 0.5% on the excess amount;
  • replenishment of the card account in cash through the cash desk or ATM: no commission.

How to get a card for a pensioner with interest on the balance

The instruction on how to transfer a pension to a Sberbank card for a pensioner has been simplified to make the procedure more comfortable.

Today, persons who meet certain requirements can apply for the issuance of a MIR pension card:

  • a citizen of the Russian Federation, a foreigner, a stateless person who is legally entitled to a pension;
  • registration of a permanent or temporary nature.

At the branch of Sberbank

First, you need to submit an application at the branch according to the place of registration in order to receive a Sberbank card.

It is necessary to present an identity card and a pension (or a document confirming the status of a pensioner). The production time of plastic is about 7-10 days. The client will be notified separately about the readiness of the product.

Order online

The second way to get a card is an additional plus of Sberbank, as it allows you to order it online. It is enough to go to the website section Social card for pensioners, where you can also read the terms of use, and scroll down the page.

Here is the online application form, in which you need to specify:

  • personal data;
  • surname in Latin letters (for printing on the map);
  • contacts;
  • passport information;
  • address, place of registration.

After sending the form, you should wait for an SMS or a call from an employee to accept the application. The applicant will be invited to the office when the social card of Sberbank for a pensioner is ready.

How to transfer a pension to a MIR card for a pensioner

If you already have a card, such as a Maestro, which is receiving pension payments, and you want to use it for the time being, please continue.

You will receive a new card for free, to which the pension has already been transferred:

  • When you lose/damage yours and need a reissue. They will release a national one, but with the same connected services, the balance and the same account. Those. nothing will change for you.
  • When the card expires (it is usually designated as 07/18 - which means the card is valid until July 2018) - Sberbank will automatically issue a new card.

If you wanted to speed up the process and ordered the card yourself, you need to transfer the payment of pension to its account, for which you need to write an application and submit it in a convenient way:

  • Branch of Sberbank;

How to cancel the MIR card

What you can opt out of:

  • From Sberbank. If for some reason you are not satisfied with the bank itself, then you have the right to get a pension card in any other that issues MIR cards. The official website of the payment system lists 147 banks issuing the card (Article 136 of the Labor Code of the Russian Federation).
  • From the map. You do not want to receive a pension or other payments to the MIR card, or you have always received money - in cash or in an account. In this case, you are not forced to use the World map, you can choose the method that is familiar to you.

Having compared the pros and cons of the MIR card, some wish to abandon it in favor of cards of the international format, endowed with great opportunities.

Today, there are no options for receiving a pension on a card and abandoning the MIR system. This is due to the requirement of the law, which regulates the transfer of budget payments to the cards of the national system.

Civil servants in the first half of 2018 are forcibly transferred to this product, and for pensioners there is no clear framework. For them, the replacement is planned until 2020: at the time of the first registration or when the existing card is reissued (planned or voluntarily).

It is impossible to refuse to replace the card with a national payment one, but no one bothers to get any debit or credit card of a bank convenient for you, which can also be used abroad. You can independently transfer any amount from a social card to it. No commission is charged for transfers between your cards (if both cards are from Sberbank).

In addition to a card for receiving a pension, a pensioner has the right to issue any Sberbank card available in the range or several, if necessary.

The proposed Sberbank cards for pensioners differ in status, type and additional features:

  • Credit, debit.
  • MasterCard, Visa, MIR.
  • Classic, golden, premium.
  • for card payments. Miles can be used to purchase tickets, improve the status of service at airports, and more.
  • Give life: to participate in charity.

Conclusion

The Sberbank card for pensioners has its pros and cons, but is reliable for calculating pensions. You can refuse it or choose another one, but with great restrictions. In Sberbank, a card for pensioners with interest accrual has free service, and also provides a number of privileges: deposits with maximum interest, mortgages at a convenient rate, etc. Additional benefits are provided by the Active Age service of Sberbank. The main disadvantage of the MIR card is the restriction of use abroad.

The bulk of older Russian citizens receive the required pension payments to a bank account or by mail. Those persons who have chosen a plastic card as an option for receiving a pension, until recently used Visa and MasterCard payment systems. However, after the international sanctions imposed on the Russian Federation, these types of reservoir products were under the threat of blocking. So, in 2014, the Fed froze operations in the Crimea and Sevastopol. The current situation prompted the Central Bank of Russia to develop its own payment system for budgetary and social payments called Mir.

According to federal law No. 161-FZ dated June 27, 2011 "On the payment system of the state", all financial institutions countries are obliged to support the MID system, and from 2018 use it to make payments to public servants and pensioners.

Pros and cons of the world map for pensioners

The Mir card from Sberbank for pensioners has both its pros and cons. Its advantages include:

  • reliability - plastic is not subject to the influence of the Federal Reserve and it cannot be blocked on request from the outside;
  • safety - protection by a chip of the domestic manufacturer "Mir-Maestro";
  • price - release and maintenance for pensioners is free, for other citizens - the cost is not significant;
  • wide application - in Russia there is a wide network of receiving this type of plastic, including in the Crimea.

As for the disadvantages, two main disadvantages should be noted here - the inability to use the card abroad and long queues at the company's offices when receiving this plastic product.

How to refuse?

If a pensioner wishes to receive his payments in cash or to a bank account, then according to the law, he must be given such an opportunity. Moreover, in the event that the user has already received plastic, he has the right to refuse it at any time. You can do this at the nearest branch of Sberbank by writing an application to refuse the Mir card. All that the applicant must have with him is a personal passport document, a pension certificate and the plastic product itself.

Can I get an online loan on the MIR card?
