1. Which families qualify as a “young family” and qualify for a housing subsidy?

A young family, including an incomplete young family, consisting of 1 young parent and 1 or more children, can be a participant in the subprogram "Providing housing for young families", meeting the following conditions:

3. For what reasons can a young family be denied participation in the subprogram?

The grounds for refusing to recognize a young family as a participant in the subprogram are:

non-compliance of the young family with the requirements specified in the answer to question 1);

non-submission or submission not in full of the documents specified in the answer to question 2;

unreliability of the information contained in the submitted documents;

the previously exercised right to improve housing conditions using a subsidy or other form of state support at the expense of the federal budget.

4. Based on what rates will the amount of the subsidy be calculated?

The subsidy is provided in the amount of at least:

35% of the estimated (average) cost of housing - for young families without children;

40% of the estimated (average) cost of housing - for young families with 1 or more children.

The calculation of the amount of the subsidy is based on the size of the total area of ​​\u200b\u200bliving premises established for families of different sizes, the number of members of a young family participating in the subprogram and the cost standard for 1 sq. m of the total area of ​​housing in the municipality, in which the young family is included in the list of participants in the subprogram.

Standard cost of 1 sq. m of the total area of ​​housing in the municipality for calculating the amount of the subsidy is established by the local government, but not above the average market value of 1 sq. m. m of the total area of ​​housing in the subject of the Russian Federation, determined by the federal executive body authorized by the Government of the Russian Federation.

The amount of the subsidy is calculated on the date of issue of the certificate, is indicated in the certificate and remains unchanged throughout the entire period of its validity.

A young family participating in the subprogram at the birth (adoption) of 1 child is provided with an additional subsidy at the expense of the budget of the subject of the Russian Federation and (or) the local budget in the amount of at least 5 percent of the estimated (average) cost of housing, calculated in accordance with these Rules, to pay off part expenses associated with the acquisition of residential premises (creation of an individual housing construction), in the manner determined, respectively, by the executive authority of the constituent entity of the Russian Federation and (or) by the local government.

5. Will the subsidy be enough to buy an apartment or will I have to pay extra?

  • information about the composition of the family;
  • an extract from the house book, from the personal account for each family member;
  • a certificate stating that the family is registered as in need of better housing conditions;
  • a copy of the birth certificate of the child (children);
  • a copy of the marriage certificate.

The federal program “Housing” developed in 2002 has not lost its relevance to this day. It allows citizens of different categories to improve living conditions for their families.

  2. Calculate income. Only part of the money, approximately half, should go to repay the loan. The specialist will check that the family is not left without funds after the commitment to participate in the program.
  3. Write an application to the local administration. Its essence is that the family needs to improve their living conditions.
  4. Confirm the availability of the amount for the first installment.
  5. Get a calculation of the amount of the subsidy, in accordance with the current legislation.
  6. Wait for a positive decision of the commission.
  7. Issue a certificate for a subsidy for the construction (acquisition) of housing.
  8. Take the above document to a banking institution (two months are given for this).
  9. Conclude a loan agreement with the bank, open an account, find out what documents should be submitted to the bank to use the funds.
  10. Purchase an apartment within 9 months.
  11. Report on spending.

Results achieved

It is too early to say that the main goals of the state program "Housing" have been achieved. There was no decrease in the cost of apartments and houses, as well as the percentage of young families with satisfactory housing conditions.

  • the share of private housing of Russians is gradually increasing;
  • developing mortgage lending;
  • volumes of housing stock put into operation are growing;
  • the infrastructure of cities is being modernized through the use of budget funds and citizens.
